Capital Property Consultants, James Sprague Appraisal Services, and Apartment Valuation Group is a regional real estate appraisal group serving Central Pennsylvania. We have an established reputation of providing timely and accurate appraisals to national, regional and local lending institutions, private investors and many types of clients. Client retention and satisfaction in terms of delivery and appraisal reliability is a key focus. Our commercial and residential appraisals are concentrated in the Central Pennsylvania Counties listed below. We also offer our services to nearby York, Lancaster, Adams, Lebanon and Franklin Counties.

Golf Courses, Mall, Snow/Ski Facility, Marinas and other special use properties are performed on a regional and national scale.

AVG, Apartment Valuation Group, was recently formed and focuses on multi-unit residential investment properties in Central Pennsylvania.

James Sprague, Owner, has been involved in real estate for over 20 years, beginning as a Senior Auditor of Lending Operations at United Jersey Bank in Philadelphia. He moved to Harrisburg for a position as Senior Appraiser for a national appraisal firm. Prior to starting CPC and JSAS, Jim served as Vice President, Senior Appraiser, at M and T Bank.

As a Senior Appraiser with Golf Property Analysts/Hirsh Valuation Group, Jim completed more than 150 appraisals and feasibility studies of golf course developments, hotels and ski/snow recreation facilities in 24 US States and Canada. Select Golf Course assignments include:

Local commercial assignments of note include Strawberry Square, Hershey Park, Garrason's Restaurant, Polyclinic Hospital, Wolf Furniture Retail Store, West Shore Business Center, and many AMP facilities prior to acquisition by TYCO Electronics.

At M and T Bank, Mr. Sprague managed the Pennsylvania Appraisal department. His duties included engaging external appraisal assignments, reviewing appraisals for validity and USPAP and Bank compliance, and performing in-house appraisals. Assignments of interest include the West Shore Country Club, Colonial Country Club, a 85,000 SF office complex in Harrisburg for Triple Crown Corporation, a 50,000 SF neighborhood mall in York and a 112 unit apartment complex in Philadelphia.
